Description

Add announced restart feature, i.e. something that warns the user in some intervals that the server is going to be restarted and then restarts.
E.g.

WARNING: Server will be restarted in 5 minutes.
WARNING: Server will be restarted in 2 minutes.
WARNING: Server will be restarted in 1 minute.
WARNING: Server will be restarted in 30 seconds.
WARNING: Server will be restarted in 10 seconds.
WARNING: Server will be restarted NOW.
